    Amb. Horie entered the Ministry of Foreign Affairs in 1973. He is former Japanese Ambassador to the State of Qatar (2004-2007) and Malaysia (2007-2011). He was Director of the Second International Organizations Division (OECD), Technical Cooperation Division (JICA), Aid Policy Division (ODA) in Ministry of Foreign Affairs. He also served as Director General for International Affairs in Defense Agency. His overseas posts include Counsellor of Embassy of Japan in Denmark, Minister of Embassy of Japan in Kenya and Minister of Embassy of Japan in France. His present post is Ambassador for Global Environmental Affairs, in charge of various environmental issues including climate change negotiations and participated in COP17/CMP7 at Durban.

    Dr. Daniel (Danny) Leipziger is Professor of International Business, at George Washington University’s School of Business and Managing Director of the “Growth Dialogue” a forum that links academics, government  figures and local and international experts with a common interest in the developing world and its progress, a successor to the Commission on  Growth and Development that he co-chaired with Prof. Michael Spence, the 2001  Nobel Laureate in Economics.  Dr.Leipziger served as Vice President of the World Bank for Poverty Reduction and Economic Management (PREM) and Head of the PREM Network of more than 700 economists and other professionals working on economic policy, lending, and analytic work between 2004 and 2009.   He is a widely published author and co-author of the recent book on “Stuck in the middle: is fiscal policy failing the middle class?”

    Yukon Huang is a Senior Associate at the Carnegie Endowment in Washington DC and formerly the World Bank’s Country Director for China. Dr. Huang was a member of International Advisory Panel to the Prime Minister of Malaysia for the New Economic Model and also an advisor to the Chinese Government on their long-term development plan. He has also held positions at the U.S. Treasury and various universities.

    Dr. Huang has published widely on development issues. He is an A-List contributor to the Financial Times on China and his writings are frequently seen in outlets such as the Wall Street Journal and Bloomberg.  He has a PhD in economics from Princeton University and a BA from Yale.
