Preparing Malaysia-Republic of Korea relations for a new era

The year 2020 has been particularly tumultuous for the world. The struggle to mitigate the infection rate of COVID-19 caused many nations to reorient their priorities under the ‘new normal’. Yet, the year was not devoid of geopolical competition and strategic developments, particularly in prospects for peace on the Korean Peninsula, the impact of US-China competition on the region and building resilience during the pandemic. As Malaysia and South Korea aim to develop relations in the midst of competitive frameworks of regional infrastructure and connectivity, much can be reflected on future trajectories of Malaysia-South Korea relations. To gather the thoughts of MASK Network members, this one-hour internal meeting aims to provide a strategic update on the issues surrounding Malaysia-South Korea relations. Formatted as “rapid-fire rounds” of approximately 5-minutes per speaker, highlighting one point and one recommendation each, the session hopes to call attention to the possibilities for strategic convergence, and avenues or areas of partnerships for both Malaysia and South Korea.

Malaysia-ROK at 60: Lessons from the past, present and assessments for the future
This session hopes to ignite conversations about Malaysia-ROK relations at 60, drawing particularly on history and challenges of sustaining a relationship in the past, to plan for the success of a strategic partnership in the future. Key takeaways could highlight underutilised or less-known roles Malaysia or South Korea played in the development of the other’s nation and reflections of present political and economic ties between South Korea and Malaysia. The session could explore challenges in deepening relations between South Korea and Malaysia and converse on progress of a strategic partnership between the two countries

Crafting pragmatic ways forward
In the midst of competing regional policies such as China’s Belt and Road Initiative as well as Japan’s Partnership for Quality Infrastructure, South Korea’s New Southern Policy has to seek niche areas of collaboration which could grow relations between Malaysia and South Korea. This session aims to deepen discussions in three areas: the first is learning from South Korea’s experience to develop Malaysia as a contributor to international aid and development, the second is the promotion of Malaysia-ROK cooperation in the maritime sector and the third is to identify specific areas for future technologies collaboration. Key takeaways could highlight underutilised or niche areas that could be explored, challenges when it comes to mechanisms of implementations and build pragmatic ways forward to implement the New Southern Policy.

This internal session provides a platform for MASK members to exchange ideas on regional strategic updates that could impact the process of stronger relations in the near to almost immediate future. Formatted as “rapid-fire rounds” of approximately 5-minutes per speaker, highlighting one point and one recommendation each, the session hopes to call attention to the factors that would impact Malaysia-South Korea relations in the immediate future, which could pose possibilities for strategic convergence. This could lead to highlights for avenues or areas of partnerships for both Malaysia and South Korea, whether these be in areas of global, regional and geo-economics contestations or in upholding regional peace and stability.
