The International Committee of the Red Cross (ICRC) is a daily witness to the devastating impact of armed conflicts to communities around the world. These are compounded by the urbanisation of conflict, adaptation of new technologies and effects of climate shocks. While the ICRC seeks to address these impacts through frontline humanitarian action and the promotion and implementation of the laws of armed conflict, contemporary conflicts and the changing nature of belligerents have pushed the boundaries of human suffering, consent on humanitarian space and the relevance of humanitarian laws.
